Defining LegCo in the Hong Kong SAR: A Brief Explanation.

Hong Kong's LegCo serves as a law-making body with the authority to enact and revise legislation for the city. However, elections for this council have witnessed a sharp reduction in meaningful opposition during a period of sweeping political transformations in the last decade.

Subsequent to the transfer of sovereignty in 1997, a model of a dual-system arrangement was promised, pledging that Hong Kong would retain a measure of self-governance. Gradually, analysts argue that these freedoms have been steadily diminished.

Key Events and Shifts

During 2014, a bill was tabled that would have allow residents to choose the Chief Executive. Notably, the selection was limited to nominees pre-approved by central authorities.

During 2019 was marked by extensive demonstrations, including an episode where demonstrators breached the parliamentary premises to express anger against a controversial extradition bill.

The Effect of the Security Legislation

Implemented in mid-2020, the National Security Law provided extensive authority to Beijing over Hong Kong's internal matters. Acts such as secession were made illegal. In the wake of this law, the primary democratic party dissolved.

Today's Electoral Process

LegCo elections are viewed as Hong Kong's primary democratic exercise. Nevertheless, regulations enacted in 2021 now ensure that only candidates deemed pro-establishment are able to contest seats.

• Membership Structure: At present, only 20 out of 90 seats are chosen by popular vote.
• The Majority: The majority are selected by a special interest groups.
• Code of Conduct: Recent drafted standards would mandate legislators to unequivocally back central authority.

Electoral Turnout

Amid many means of expression now curtailed, abstaining from voting has been seen as one of the limited safe ways for residents to show disapproval. Consequently unprecedentedly low participation rates in the latest LegCo contests.
