The Former President's Woke Alarm Overlooks Europe's True Threat: Economic Decline.

The recent US security policy document offers a misguided view of Europe. It claims that unrestrained immigration and what it terms "woke" agendas represent an existential threat to European civilization. Yet, this argument is based on a fundamental misreading of the situation. The actual challenge confronting Europe is not societal but economic and technological lag.

A Glaring Economic Divide Separating the US and Europe

Statistics reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere thirteen and a half percent increase for the European Union. During this period, European income per person fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Technological Shortfall: A Critical Problem

The growing disparity is driven by superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of global tech dominance is decidedly US-centric. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, compared with only fourteen in the European continent.

This gap raises a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts concede it is largely a two-horse race involving the United States and China, with European nations starting at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile system for financing new ventures. The EU still lacks a true unified investment market, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper European business. A American entrepreneur can launch a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a larger population size, is divided among twenty-seven different national systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, there are reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Notable analyses on European competitiveness and the single market highlight the necessity of sweeping reforms.

With the right policies and rule changes, these assets might enable far greater levels of business-led breakthroughs.

Europe retains considerable advantages: skilled workforce, top-tier schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
